Here's a file with proposed element relations.
neutral - they can both help and block the other in limited scale
inferior/superior - one clearly blocks the other
supported by/supporting - A suports B, but not necessarily the other way around. If you have a tornado and support it with few lightning strikes is better then if you have wires and blow the wind on them.
As for breeding - The hatchling may OR man NOT inherit the elements of it's parents, or not all of them. F.E. if ice and fire parents had a hatchling, it would most possibly be only single element or the fire would be very limited, as fire is inferior to ice.
