personality: he is a brave, caring, and smart young man who sticks up for those who are either poor or can't stand up for themselves.
history: he grew up in a somewhat poor family and learned to make due with what little you had. he has grown up side by side with quill after standing up for her and they have been the best of friends ever since. he taught her how to fight when her parents wouldn't and was heart broken when she ran away. he just recently got his own house and has never really been out side his home town.

Ok, saphira, this sounds like an interesting pair -and you did it correctly this time- but I can't allow you to use them at this point. The same reasoning is like before: you have to build up your current characters!

You may see that we all have 7+ characters but that's because we've all been here a while, years. We've built them up and expanded. It's like DVD's, you may only have a few at first, but you eventually (over time) get more until you need an entirely new shelf to hold them all.
And if your making characters to try and become involved with the story line just hold off. Talk to other members of the site and try to make a plan (on how to intereact in the role-play) with them to get started. You have a pretty good start with Pandora (Zeth's character) even if it's a bit uninvolved in the main conflict at the moment.
